Who are eligible for "online cross-regional purchase" of uniform invoices and when is it available?

Update:
  1. The eligible are business entities around the country or their agents.
  2. When the sales start: (select either batch below and one purchase for every period)
    • Batch 1: from the 20th day to the end of Jan, Mar, May, Jul, Sep or Nov of previous period.
    • Batch 2: from the 1st day to 10th day of Feb, Apr, Jun, Aug, Oct or Dec of the previous period.
